I've got the IRC server loaded on one of my nodes.  It works fine as far as I can tell.  My question is what is the proper entry into the service area?  Is it simply a notification or can you create a link for it to initiate a IRC client?  I tried a link of http://n6sxr-106:6667 and was simply forwarded to the server which only gave me the "It's working" notification.  I gather from this info it is only a notification but want to see if I am missing something.

Try irc:// instead of http. Normal format for IRC URL's is irc://server:port/ This will launch the default irc client on a computer. More details on what you can pass are here :  https://tools.ietf.org/html/draft-butcher-irc-url-04
