I am planning on linking my home access point to the internet through a firewall while remaining compliant. To do this I am blocking all traffic except a whitelist of part 97 compliant sites. I was wondering if this site had a static IP so that my nodes could access updates and future packages. Thanks.

Yes.

Also, please note that from the home page it states:
Broadband-Hamnet™ is intended for amateur radio use and passing amateur radio traffic. It is NOT intended to replace your personal Internet connection. It is a “feature” that Broadband-Hamnet™ can be connected to the Internet. General Internet access is not its primary purpose. Use your personal Internet connection under Part-15 FCC rules, to serve that purpose.

I guess my post was confusing but I fully intend to use Broadband-Hamnet for amateur radio use and it will NOT be used to replace my personal internet connection. By home access point in my previous post I simply meant the Hamnet node that I have installed as a base station at my personal residence. I am trying to connect that node to the internet while maintaining use under Part-97 that is why I am using a whitelist only firewall setting. My question is what IP addresses do I need to whitelist to allow the node to connect to Broadband-Hamnet's fireware update and package servers. Thanks.

Thanks, I knew how to do this but the link helps anyways. My problem is that I didn't know if the firmware update IP address was the same as the websites and if the website had a dynamic or static IP address. As far as I can tell I can only whitelist IP addresses and not URLs with my firewall. On another note this website doesn't fit into part 97 either due to the fact that it has advertisements. It would be cool if there was a non-add graphic minimal version so that it could be accessed over Broadband Hamnet.
